IRG, the Independent Regulators Group (IRG) was established in 1997 as a group of European National Telecommunications Regulatory Authorities (NRAs) to share experiences and points of views among its members on important issues relating to the regulation and development of the European telecommunications market at the beginning of the liberalization of the. IRG is registered as a not-for-profit organization under Belgian law (ASBL) and has a Brussels-based Secretariat in charge of supporting this vibrant European Network.

Job description

The Public Affairs & Communication Manager will both lead and support the daily activities of the Secretariat, including:

  • Networking in Brussels in close coordination with the IRG Secretariat General, i.e. effective representation of IRG and its members at networking meetings; monitoring of Brussels events of interest and relevance to IRG/BEREC and its members, i.e. stakeholders and European institutions conferences, seminars, workshops and reporting back to the IRG Heads;
  • Will be in charge of delivering optimal information flows while having experience with managing online communication (intranet platform, webinars, online newsletters);
  • Support in the monitoring of digital tools and performance to produce statistics to feed the Annual Reports;
  • Taking minutes and providing support to Secretariat work and meetings (e.g. support in drafting the agendas and minutes coordinating with the Secretary General);
  • Support the organisation of IRG events (i.e. workshops);
  • Proactive support to give to the Secretary General on any other issues.

Knowledge and experience

  • A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more;
  • At least 5 years of proved relevant professional experience in a communication expert position;
  • Good knowledge of EU Institutions and policy-making process;
  • Relevant knowledge on digital polities would be a strong asset;
  • Smart online communication skills; MS Office proficiency and experience with CMS (preferably Drupal);
  • Experience with digital marketing tools such as Mailchimp, InDesign, Photoshop, Google Analytics;
  • Experience with event’s follow-up communication (digital information, leaflets, footage, upload, feedback surveys);
  • English native-level and a good knowledge of French or other EU languages;
  • Experience or proven capacity in event management.

Communication and personal skills

  • Ability to identify, analyse and communicate on the relevant information with the relevant stakeholders (be it internal or external);
  • Very good drafting skills;
  • Written and oral proficiency in English (satisfactory knowledge of another EU language is an asset);
  • Inter-personal and communication skills, ability to work in a highly multicultural environment;
  • High degree of flexibility involving multi-tasking and an hands-on approach;
  • Ability to meet deadlines under pressure;
  • Innovative, flexible and independent worker while still being able to work in a small team;
  • Familiarity with widely used IT tools  such as the Microsoft Office 365 environment.

Contractual Conditions

The successful candidate will be recruited as a full-time employee under Belgian labour law. The contract will be starting as soon as possible and will have an unlimited duration.
